From the first days of the war, Kherson Oblast has been under Russian occupation. On April 25th, Russian troops seized the Kherson City Council building, removed the Ukrainian flag and appointed  new, Russian-approved city leaders. According to British intelligence, “Russia is planning a staged referendum aimed at justifying  the occupation”.
